Town Professional Staff

Meet the Town's Professional Staff:

Office of Town Clerk

With direction from the Mayor and Board of Commissioners, plans, organizes, provides oversight to and participates in all Town Clerk functions, including providing administrative services for the Mayor and Commissioners; retaining custody of and maintaining the Town’s official records and history; managing purchasing and payroll activities for City Hall operations/employees; assisting in preparation of annual Town budget, coordinating the conduct of municipal elections; ensuring legal notification of various Council, commission and committee meetings, and preparing agenda materials and minutes for Commission meetings; updates and maintains master copy of Town’s Charter and Code of Ordinances; officiates at bid openings; coordinates City response to subpoenas for records; issues permits for parking, solicitors; coordinates updates to Town’s Web site; acts as a Notary Public, and performs related work as required.

Town Clerk

Janina Patrus

Janina is a Certified Municipal Clerk, who prior to joining the Redington Beach ‘family’, was employed as a Town Clerk-Vital Statistics Registrar in Carneys Point, NJ.  Janina has a Masters Degree in Management as well as numerous continuing education degrees and certifications.

Janine’s career background brings a wealth of knowledge and experience to Redington Beach.  Her previous incarnations include economic development official [Salem County, NJ], college instructor and private-sector finance business administrator.

For her community efforts, Janina was recognized as an “Outstanding Woman of 2001’ by the NJ Community Affairs on Women.  Janina was a member of the Woodstown NJ Planning Board as well as a long time town library volunteer.

Janina is a member of International Institute of Municipal Clerks, the Florida Assoc. of City Clerks, member of the Pinellas County Clerk’s Assoc. and a Notary Public.

Deputy Town Clerk

Melissa "Missy" Clarke

“Missy” is a certified municipal clerk with six years of municipal government experience and 14 years in business administration. She is trained in business, finance/ accounting, and computer operations. She is also a Notary Public.


Department of Public Works/Code Enforcement/Emergency Management

Responsible for routine maintenance of the Town’s infrastructure & cosmetics; for maintenance of Town’s mechanized equipment; for liaison with local utilities; for issuance of building permits (in conjunction with Pinellas County); for enforcement of the Town’s codes and ordinances; for meeting and documenting compliance with State and Federal pollution control requirements; for supervising work of contract vendors working on Town facilities; for liaison with Town’s Park Board; and for maintaining and implementing the Town’s Emergency Management Plan including liaison with local law enforcement agencies and other emergency services.

Director – DPW & Senior Code Enforcement Officer

Mark Davis

Mark is a 29+ year Town employee in the PW/CE/EM department, serving numerous administrations and Commissions. He is a Certified Code Enforcement Officer (Levels 1, 2 & 3). He has completed a variety of professional training and continuing education courses at the University of Central Florida, the University of South Florida, the Institute of Government, St. Petersburg College, and the Dept. of Homeland Security.

Public Works Staff & Deputy Code Enforcement Officer

Terry Dillon

Terry Dillon has for the past 6 years been the Town public works assistant and code enforcement officer. Terry is a certified code enforcement (Level 1) at Redington Beach; and a member of F.A.C.E. (Florida Assn. of Code Enforcement). He has worked over 20 years, as Director of Children's Services and he spent 6 years in the US Navy Search and Rescue. Terry has attained an A.S. degree in Preschool education from St Petersburg College.

Town Hall Hours:
Monday – Friday 8:00 AM - 4:00 PM

Commission Meetings:
The Town Commission meets on the 1st & 3rd Tuesdays of the Month at 7:00 PM in the Commission Chambers, Town Hall.
